Surely he can apply for JEE advanced 2021. The cutoff for general category this year is 87.89. This makes him eligible for applying for JEE advanced 2021.

No, with this score it is not possible to clear Jee Mains and be eligible for Jee Advanced. Generally the qualifying cutoff for Obc Ncl candidates is in the range 74-75. She can try for private engineering colleges accepting jee mains or class 12 score.
