See as per your OBC rank you have no chances to get any of the IITs because closing OBC rank for IITs varies around 5-5.5k . But based on your OBC rank in JEE-Main you can go for some of the NITs as well as IIITs in JOSAA

No you cannot apply for JEE-Advance 2022 because you already appeared for maximum number of attempts of JEE-Advance. See for JEE-Advance any candidate is allowed to appear for maximum of two consecutive years that include your passing year of class 12th as well.

There are many other Institutes which accept JEE Advanced Rank for Admission and Counselling Purposes, including IISERs, IISc Bangalore, IIST Trivandrum, IIPE Vizag, RGIPT Rae Bareli. Assuming youre a General Category Aspirant, Incase youre inclined towards Research, you have strong chances of securing a seat in IISERs with a Rank
