in jee advanced , apart from the general cutoff, there are sub category cutoffs also. and if you have not cleared even the category cutoff then there are no chances for you to get qualified in jee advanced.
IIT seats are given only to those who have qualified
it all goes according to your rank in JEE MAINS. There are several NITs, government institutes, deemed universities, almost all top private universities, can give you admission according to your rank and number and also on your category.
