The cutoff's are still not released becasue NTA will only release after the second phase of the exam.

The approximate rank for percentile 94.83 will be around 45220(+-).  Note that this is an estimation and it can change after JEE Mains is again conducted in April 2019.

The cut offs are not released yet because NTA will conduct the mains exam once more in april. They'll release the cut offs only after that exam. So, it can't be predicted now what would be the qualifying percentile for advance.
