In 65 %ile your rank  would be around 18,000 in ST category.
For ST expected cutoff is around 40 - 70 %ile..
So , there are some chances that you may not be able to qualify JEE Mains...

Hello Avindr! 

As you have obtained 66percentile in January jee main attempt. Your Common list rank will be almost 336000-340000.

As no.  of students required for jee advanced is almost 240000.Corresponding to this data you are not eligible to appear in jee advanced 2019.

Can a student select JEE Advanced exam centres from any zone (IIT Delhi or IIT Madras), which may be outside state of his/her 12th school?

Hello,

Yes you can select any exam centre from any zone 

Although the allocation of centre is based upon the availability at that particular location 

The preference of centre doesn't guarantee that you will get the chosen centre, it may or may not be same.

No, its not necessary to qualify both january and april jee If you will qualify jee mains april with required marks to give jee advance then you definitely will be allowed to appear in jee advance.

As per the guidelines provided by NTA for jee main eligibility, you have to score  either overall 75% in your 12th board or your 12th board score should fall under top 20 percentile in that year.
