The elibility criteria for getting admission in IITs is minimum 75% aggregate marks in 12th board.or top 20 percentile.

The MINIMUM percentile required to give JEE ADVANCED is going to be 70.
If you have got the 70 percentile then only you will be allowed to give jee advanced.
But your percentile is 35 so you won't be eligible to write JEE ADVANCED.

As you doesn't belong to EWS you are not eligible for JEE Advance.
You didn't qualified JEE mains .
