you can give jee advance only if you qualify in jee main. you mentioned that you are going to appear in 12 in 2019. so you can give 2019 and 2020 jee advance exam. according to jee exam rules a student can attemt jee advance maximum 2 times.
Yes, you are surely eligible for JEE Advance. Only criteria for JEE Advance is you can appear it back to back only for 2 years and you should have a minimum 75% in 12th. As you have never ever attempted JEE Advance earlier you will be eligible.I will suggest
