With this GATE score you can't get any IIT's or even top NIT's considering Genereal Category. 

So, the options left with you are the indisciplinary courses in NIT's.

Other options left are the private colleges like Manipal, Thapar, Mesra

Looks like you've low Score, There are many chances of getting into good NIT's if you Switch to other branches like Computer Science, Chemical Engineering etc. I found only one NIT which is closer to your score i.e NIT-Kurukshetra, Hope it helps! Comment Down for other queries.

The competition for getting into PSU is immense, and very high. With 31 marks you cannot expect to get into PSU. The average cutoff to get into PSU is somewhere between 55 to 60. You can try for M. Tech course which you can get.
