It totally depends upon the college policy. Some colleges allow you to return to them after trying in other institutes while some of them doesn't gives you this luxury. They demand you to pay half or full fees at the time of registration which won't be refunded if you change

No, According to the GATE 2019 Eligibility Criteria there are two criteria:

• Passed a Bachelor degree (4 years after 10+2 or 3-years after Diploma in Engineering/Technology) in Engineering/ Technology or currently in the final year of the degree.
• Year of qualification must not be later than 2019
