Just apply online to your respective Universities and wait for the GATE Score if you have got enough GATE score you would be called for an Interview and when you clear that you woud be eligible for the admission, you pay the fees and from new session you college

Yes a person who have backlog in their Bachelor's degree can write GATE(Graduate Aptitude Test in Engineering) Exam but make sure that clear them before getting admission into any college.
