Graduate Aptitude Test in Engineering

For GATE, its eligibility criteria mostly caters to Bachelor's Degree in Engineering/Techology/Pharmacy or having studied minimum 4 years after 10+2.So, BSc Biotechnology students are'nt eligible. You can try for IIT JAM though.

I know various students out there who is not having their proper degree or a course completion certificate even after the degree completion because of the college or Universities negligence.

It is mandatory that in provisional certificate must be duly signed by director or Head of department.This is one of elligibility criteria of GATE2020.So,you can't apply for GATE 2020 without director signature on provisional certificate.
