Sorry to say you that Third year B-tech students don’t eligible For gate. Final year students are eligible to take GATE exam. Forget the pros and cons, people forging fake documents to appear for GATE is an offence. If the organising committee finds out, one could be blacklisted

Yes it is enough as you just have to have a certificate of OBC at the time of admission and also at the time of counselling.
