previous year Merit list is not available for MTech admission. if you have good GATE score then you can get admission.
eligibility criteria:- Candidate should have secured non-zero positive score in GATE will be considered for the admission.
if you have domicile criteria then you will get good change
GATE score can never be 10 or in fact it can't be in double digit. IIT only provides Gate score to those students who qualifies the cutoff mark and basically cutoffs are always above 25 for general Category.
So, I don't think you can get a Gate score of 10

There is only one government college in Delhi and no government college in Haryana offering Distance MBA course.
Only Indira Gandhi National Open University, New Delhi offers this course.
