Hello student yes you're eligible as eligibility criteria says - Candidates must have passed graduation in engineering / technology or Masters degree in any relevant science subject. There's no upper age limit in GATE Entrance examination.

Graduate Aptitude Test in Engineering (GATE) is required for admission in M.Tech courses in government and private institutions. GATE scores are also taken into consideration during PSU requirements. You should apply for GATE after your B.Tech course (or during your final year exams). GATE score is not required

No you can't do that. GATE scores are valid for 3 years but they are only for M.Tech admission. For PSUs recruitment you'll have to give the GATE exam again after completing your MTech.
