see you did not mention from which stream of engineering you have appeared in gate. however if you have got the qualifying score as per your category and habe valid gate score card then you are eligible to apply. tanca counselling is based on gate score and tancet score.

Based on the highest score achieved in the examination, in different streams, a qualifying marks is set. To have a valid GATE score means you should have at least scored marks equal to the qualifying marks.

you can not change the stream. You had completed your b.tech in mechanical engineering so you can apply for mechanical engineering only in GATE. You can not go for compiter engineering. However you can joim seperate course for data science imstead of masters in computer engineering.
