Yes you can get admission into the top government colleges for Mtech without having a gate score card however for that need to have a very good percentile in your under gradiate programs as the seats for non-gate students are less hence the cutoffs are way too high. Institutes like

I will suggest you to apply in both IITs i.e. IIT ROORKEE and IIT KHARAGPUR  for M.arch as there are only few IITs which are offering Masters in architecture.
