If my class 12 board mark is less than the top 20 percentile cut off but still greater than 75% , am I eligible for NITs or IITs

Candidate should have secured at least 75% marks in the 12th class examination, or be in the top 20 percentile in the 12th  class examination conducted by the respective Boards. For SC/ST candidates the qualifying marks would be 65% in the  12th class examination for IIT/NIT/IIIT/GFTI .

JEE Advanced maximum marks are not defined:

Maximum Marks vary every year like below:

2016- 372
2015 - 504
2014 - 360

So, it is difficult to predict but if you get 60-70% marks your rank will be under 1000.

Probably not becoz.according to rules u have to gave 2nd attempt in only two consecutive time.

No, there is no separate exam for admission to IISc, Bangalore. You have to fill in a separate form on their portal so they they consider your candidature through the JEE Advanced rank. For more details refer this link: How To Apply
