Well you can't change your category before councelling or in councelling because councelling or seat allotment is totally based on the category. They considered only that category which is filled in the application form submitted by the students because one of the factor of shortlisting the students are category.
So you can't change but you should attend the councelling as a open category student .

Since you belong to RBA , you have reserved seats .
So there are 20% seats reserved for RBA in all government colleges that accept admission through jkcet. Since you got 21.75 marks , your rank would be somewhere between 2500 and 4000. If you get a rank within 200 , admission to any branch is confirmed in GCET . A rank within 1000 will get you a seat in GCET . I dont think you would be able to secure admission to GCET or other government colleges with this rank even in RBA . There might be reservation for girls . You can try that way .

Well college under jkcet entrance examination have 200 reserved seat under RBA. According to the last few years analysis of the cutoff for RBA in jkcet entrance examination is around 1000.
But at the marks you get in this exam you will get rank around 2500 to 3000 so at this rank you can't get seat in any government, GCET college in jkcet either you are in RBA or not..
So work hard ..to get the best college for admission..

As per the previous years cutoff you have high chances of getting admission in most of the colleges.
You can into Gcet in 2nd or 3rd round whereas you can get admission in Ssm or Miet in 1st round itself.
But it mostly depends on the branch you choose.
So you can check the previous years cutoff to get a better idea.

If you are referring to jkcet then I would like to tell you that as per the previous years cutoff you can easily get into Ssm college.
Infact you can also get admission in Miet in 1st round and in Gcet in 2nd or 3rd round.
It will mostly depend on the branch you choose.
