Yes,if he qualified the JEE Main exam then he can get admission in NIT.Also he have to score atleast 75% in the board exams or 65% (for SC/ST category) to be eligible for getting admission in NITs.

The IIITs admissions for BTech are based JEE Mains. So, there is no neccessity to appear for JEE Advanced fot IIITs.

For JEE main, yep NCERT will be really useful. Other than that, try:
1. HC Verma for physics
2. RD Sharma for maths
3. P Bahadur for physical chemistry
4. NCERT will do for organic and inorganic chemistry (along with some coaching modules if you can get them somehow)
