You don't need OBC Certificate for appearing the exam but keep it prepared because after the JEE ADVANCE examinations when the JOSAA Counselling will start on at that moment you will need the certificate to verify your category.

Yes,you can join NITs if you have a decent rank in JEE MAINS;JEE ADVANCE is for getting into IITs.There's no need of appearing it if you wish to go into an NIT. But if by chance you may ge a good score then you can be admitted into

I think it will be very difficult to get this branch as it's previous year cut off was6238.You may try for some other branches like metallurgy,etc.
