So with regard to your query, YES there are less chances for you to get admission into the any of the four branches of the VIT. As per the recent cutoff trends, you will also be able to get the Mechanical, ECE and also EEE branches as well. But CSE is not that much possible for you to get. However, the cutoffs vary from one year to another. So, don't loose hope, wait until the end of the counselling.

looking at the previous year Cutoff for VITEEE, in order to get CSE (Computer Science and Engineering ) in VIT Vellore, you should score marks of around 90+ in VITEEE exam and you must get a rank of within 8000 to get CSE branch in VITEEE.

Yes, you can write VITEEE in 2023, if you are joining college this year. This is something called "partial drop", and it is allowed for each and every student.
Though you must note that you will still be given admission in first year only. Any request of getting directly into second year will not be entertained by VIT. At the same time if you qualify for exam and seek admission in first year, you won't face any difficulty, it is allowed, you just might need to submit few more documents nothing much.
