The TS pgecet certificate verification as well as admission procedure will happen soon for those aspirants who have passed or qualified GATE/GPAT 2019. The cut off for most colleges would be around 400- 1100 or somewhere within this rank range. You should try writing to your college authorities if the guidelines of your PGCET admssion says to get actual certificates. They should either provide you with a written document stating any form of reasonable delay being caused in granting the provisional certificates which you could show, if till the date of document verification you don't get the certificates. Don't worry try communicating problem to both the authorities, you'll definitely find a way out.

No! Rules can't be violated. They make certain terms and conditions. They prepare a schedule for the students so that things are carried on smoothly. But since you didn't go in the alotted time, you are disqualified there and then. There are no chances of revival in counselling now.

The counselling And Registration process for the TS PGECET should actually start on the third week of june. But it Was not yet started due To few delays. Mostly the counselling and the registration process might  start in the 4th week of july or even before. No, the counselling process for TG PGCET have not started yet.As of now there are no official dates giving.But it may start right from this week which is third week of July 2019.So you need to check on the updates so that you will not miss out important dates.

Dear aspirant, 

During certificate verification you have to submit the photocopies or xerox of the all the original documents required for counselling. When you will alloted the college at that time you have to submit the original documents in which you are taking admission.

The college also hold the certificates for sometime and then they will return it to you.
