The biometric for the m tech students depends on the university or the college in which the students are studying.
In telangana most of the government colleges or universities does not have any kind of biometric.So it depends on the college or university.

do we have defence quota in tspgcet?

I don't think PGCET has defence quota.
As PGCET is a state level exam conducted for Pg admission for MBA/MCA/ME/MTECH
.
As we can see there's no use of any defence quota because the courses mentioned here are for business and job purposes not for defence or military
