You are supposed to pay the fees before, is what I know from most cases, during verification you don't have to pay fees, the fee payment part is totally online, and you get a receipt or a record that you have paid the fees, so that you don't face any problems later. You have to print the receipt and keep it ready to show it to the authorities and confirm. All the best!

Hey Srikanth! Definitely yes in every college or university there are some seats reserved for reserved categories. Jawaharlal Nehru Technological University Hyderabad and OU also reserve some seats for only SC and ST candidates. So don't worry there are reserved seats in every government and non government colleges.
