Yes you can go for 2nd round counselling. There is been always this facility. If you don't like the seats in one round then you go for the coming rounds. You should go for the next round counselling. You will get one which will be interesting for you as per the choice filling you have done.

Dear student, reg_open_unr_gen means that the registrations are open for unreserved general category students. They are allowed to come yet for admission purposes and get a seat allotted if they fulfill the required criteria to get that particular course in your college.
It depends on the scheme you apply for. If you apply for the government scheme then you will get near or above to your tution fees. Mostly you will get enough to pay your fees. You can also apply for other scholarships for which you can make up the whole fee with the scholarship amount. so you have to see which and where you want to apply.

Dear student, with 75 rank in TS pgecet counselling 2019, you will most probably get a seat in the second round of counselling process even if you belong to St category list. The seats are filled slowly and the allotment is done accordingly depending on the number of students.
