You have chances to get into vnr vigna Jyoti,narayanamma, Vardhaman etc

Dear Aspirant,
The three colleges that offer M.Tech in Water Resources Engineering in Telangana are:-
1. Aurora's Scientific Technological and Research Academy, Moosarambagh, Hyderabad
2. Nationals Institute of Technology, Warangal i.e. NIT WARANGAL
3. IIT Hyderabad.
You can apply to these institutions for pursuing your post graduation program and see if in these colleges you get a call for admission. You may get opportunity in first and third colleges. But still it is going to be difficult for you as you have a very high rank and therefore may not get in one of these colleges as well. Furthermore, the number of seats for post graduation in these institutions is kinda limited. It is so limited that it pales in comparison to the number of applications for these seats. Although you have BC-D Reservation, still it may not be enough for you to be part of these great Institutes. You can for private institutes that allow self finance or if there is any provision for management quota.
