So as you said you had applied for VITEEE 2022 but did not attend the exam, which means you are not eligible for counselling as VIT is one the best universities in India and one cannot easily get into college without appearing for an entrance exam.
However there are management quota for those who wish to get admission in college but it will charge a lot in fees which can be more than 20 Lakhs. I'll suggest you to prepare for other exams like JEE MAINS .
Also, you've asked if the fee is refundable. I can assume that you are talking about VITEEE registration fees. So, it is not refundable as once you register for exam, it is supposed that you would appear for it so it cannot be refunded.

For above rank you have a good probability of getting admission for cse in vit chennail category 5. For above rank you will also get admission for category 4. According to previous year trend, expected closing rank for vit chennai, cse branch fkr category 4 is around 33k. Category 5 is 40k. Category 3 rank closing rank is around 25k. Always remember this is based on previous year trend variation may occur.

As per previous year cutoff in CSE branch for Category 1 closing rank was less than 1000, for Category 2 closing rank was under 4000, for Category 3 closing rank was 19000, for Category 4 closing rank was <23000 and for category 5 closing rank was <30000.
As per previous year cutoff in IT branch for Category 1 closing rank was less than 2400, for Category 2 closing rank was under 11000, for Category 3 closing rank was 20000, for Category 4 closing rank was <33000 and for category 5 closing rank was <45000.
As per previous year data you can expect that you have chances to get CSE and IT in Category 5 at Vellore Campus. Keep in mind that it will vary depending on various factors.
