But now that the counseling of that phase has been concluded all 20K of those would have been allotted some seat, now VIT obviously isn't going to reconsider admission of those 20K because of anyone, so now when you apply for phase 5, as her rank was 80K she will be given preference over the rank 100001. However at the same time you need to note that she didn't got what she wanted even when those 20K students were not considered, now that they also have taken their seats, it is highly unlikely that applying for phase 5 will yield any better results except in the case that she filled wrong preferences. VIT has category-wise cutoffs for a specific branch. There are 5 categories. The fees increases with category. For instance, the fee for category 4 will be more than category 2. Therefore, you can get CSE at a higher rank but the fee will be more.
Category wise cutoff for CSE branch:
Category 1- 950
Category 2- 3500
Category 3- 19000
Category 4- 22000
Category 5- 25500
Category wise cutoff for CSE (with specialisation branches like AI, Data Science, etc ) branch:
Category 1- 2800
Category 2- 9000
Category 3- 23000
Category 4- 27000
Category 5- 31000
As you can see, you can get CSE branch at your rank with some specialisation branch but the fees will be higher.

VIT Vellore is the old campus and it is bigger than the Chennai campus.
The placement data is not any different as the placements happen in a centralised manner in VIT. Due to the size of the campus, VIT Vellore has better facilities, eateries and shopping areas inside.
The syllabus and teaching is similar in both campuses.
The number of students in Chennai campus is lower and it is easier for non- TN people to adapt in Chennai as the city already has a decent amount of varied population.
Hence, there is not a lot of difference in both the campuses evethough there is always some amount of craze associated with the older campus. Make a decision based on your convenience.
