Yes, because Candidates who have passed 10+2 or equivalent level exam with science stream in 2018 or 2019 are eligible to apply for admissions. Candidates will be admitted toIISER only through following three channels. These channels will be referred to as KVPY, JEE, and SCB, respectively.

IISERs conduct IISER Aptitude Test under State and Central Boards Channel (SCB) channel for admissions to 5-year BS-MS Degree programmes of Indian Institutes of Science Education and Research and 4-year BS programmes at IISER Bhopal.
B.tech could be done through private colleges and IIT NIT which takes JEE results and some colleges conduct there own entrance exam for admission purpose so only through IISER aptitude test you can't make it to this College

Please note that the cutoff is just to appear in JEE(Advanced) and even if you didn’t clear the cutoff, you can still participate in JoSAA counselling for admission to NITs, IIITs, GFTIs and SFTIs.

There is no cutoff or merit list in IAT. You are just provided with the information whether you are in or out.
With this score, you can get some of the new IISERs. Since the allotment generally gets closed at the score of 70.
However, you should also fill the old ones during the choice filling as well.

IISER's 3rd round result have already been out and date for submission of Seat Acceptance Fee for this round is till 23rd of July and the 4th and 5th round of the counselling round are due to take place in the fourth week of July, whhich is pretty much around 25th of July. Stay tuned and keep checking the official website regularly.
