According to the new rule that has been released by the government, student under the age of 16 cannot be admitted to coaching institutes and as you are still in class 10th, I would recommend you to first focus on your studies and give your board exams as they matter a lot. Yes as per the Information Bulletin by NTA. Senior Secondary School Examination conducted by the National Institute of Open Schooling with a minimum of five subjects. will be eligible to write an exam for JEE Mains. But to sit for JEE Advanced exam, only top 2.5 lakhs students will get eligible who has given the JEE Mains exam. The Qualifying cutoff for JEE Advanced exam will be out, once the result for JEE mains session 2 exam is out. Thanks

According to your query, you need to get rank under 100 in SC category to get CSE branch in IIT Roorkee as per previous year cutoff.
If your rank is below 4000 then you will able to get admission in IIT Roorkee but you will not get CSE branch.

You can never compare the difficulty level of one exam with another exam. Both CA Final and IIT Advance are from completely different backgrounds and their syllabus are totally different. So you can not compare their difficulty level.
Both are one of the most toughest exams in India.
