Yes IISER follow the following reservation Policy
As per Government of India rules. SC — 15%, ST — 7.5%, OBCNC — 27%, PD — 5% (supernumerary) and KM – 3 seats per IISER (supernumerary).
Where supernumerary seats are extra seats created for a reserved category without affecting the original seats,

Yes, if you are applying through SCB channel for IISER then you will have to attempt the aptitude test. Maths is also a part of the syllabus for the test so you will have to prepare for it too. For more details, check the following link.

If you passed your 12th board with in science stream in the year 2017 or 2018 then yes, you can apply and give test for IAT this year. minimum percentage required is 55% for SC,ST and KM caategory students and for remaining categories minimum requirement is state cutoff.
