Indian Institutes of Science Education and Research Aptitude Test
Hey Pranav, Admission procedure for IISc, Banglore is very simple.
IISc releases its application form at this time, every year. The last date to submit the application form is somewhere around the last week of April. Then marks ontained in certain exams like KVPY, Jee mains, Jee Advance or NEET are to be submitted within 1 week of announcement of result. And if you are selected then you have to report at IISc, Banglore within last week of July.
Selection is based on the cutoff released by the IISc and on the merit list for certain eligibility exams like KVPY, Jee mains, Jee Advance and NEET.
There are certain eligibility criteria also :
1. You must have passed your 12th board or equivalent exam with 60% or above score and you must have been a Science student that is must have Physics, Chemistry and Mathematics/Biology as compulsory subjects.
2. Students appearing for 12th boards in the year of applying are also eligible that is if you arfe going to apply for IISc in 2019 and you are also giving 12th boards in 2019 then also you are eligible.
3. Candidates should have cleared the KVPY, Jee Mains, Jee Advance or NEET.

If you are seeking admission via SCB channel out of remaining two channels i.e. JEE and KVPY. Then, your percentage must be as per cut-off prescribed by the IISER for your Educational Board.
Also, you have to attempt IISER Aptitude Test after which the merit-list of selected students for admission into IISER.
Also, their are about 7 IISER's in India. This merit list will be prepared by Joint Action Committee for the five-year BS-MS course.

Actually IISC(Indian Institute of Science) is not an exam, it is a premier institute of India for research sciences. IISC was established for advancement of research and science in India. Eligibility Criteria of IISER 2019
1)For KVPY
Students need to have valid KVPY fellowship commencing from 2018-19 academic session.
2)JEE ADVANCE
Students belonging to general category need to secure a rank within 10,000 in the Common Rank List (CRL) of JEE Advanced 2018 to be eligible for IISER Admission 2018. Whereas, students falling in reserved categories (OBCNC, SC, ST, PD) should secure rank within 10,000.
3)SCB
Students seeking admission under this channel must meet the minimum cutoff percentage prescribed by IISER for their respective state boards.

No, you don't need to pay for counselling but you have to pay for application form. The application fee for UG courses is Rs. 600/- (for Male candidates of GEN/OBC-NCL), Rs. 300/- (Female candidates in GEN and OBC-NCL) and Rs. 300/- (for SC/ST/PWD), for PG courses is Rs. 600/- (for Male candidates of GEN/OBC) & Rs. 300/- (for Female candidates of GEN/OBC, SC, ST & PwD candidates) per department.

Dear Arpit, There are three channels of admission. Candidates will be admitted to IISER only through these channels.
Kishore Vaigyanik Protsahan Yojana (KVPY) channel
Joint Entrance Examination of Indian Institutes of Technology (JEE) channel
State and Central Boards Channel (SCB) channel
These channels will be referred to as KVPY, JEE and SCB respectively. Indian nationals, and students belonging to PIO or OCI category are eligible to apply provided they satisfy the eligibility criteria described below.
KVPY Channel
Candidates having a valid KVPY fellowship commencing from 2019-20 academic session are eligible to apply for admissions. Additional cut-off criteria may be applicable.
JEE Channel
Candidates in General category securing a rank within 10000 in the Common Rank List (CRL) of JEE Advanced 2019 are eligible to apply. For candidates belonging to reserved category (OBCNC, SC, ST, PD), their category rank should be within 10000.
SCB Channel
Students who have passed (10+2) level with science stream in 2018 or 2019 with marks equal or above the cut-off percentage in their respective boards as given in the table below are eligible to apply.
Students applying through SCB channel will have to appear in the IISER Aptitude Test which will be conducted at various centres across the country.

There are three channels available for admission into IISERs:
Candidates who have cleared their Class XII in Science stream are eligible to apply for IISER entrance exam 2018.As per IISER entrance exam pattern there are a total of 60 objective questions that candidates need to complete in three hours duration.
