Yes, sure you can apply for IISER.
The applications are always asked to be filled up and scrutinized beforehand. If you qualify the test and your applications get selected then they will ask for the 12th mark sheet and results that too with a deadline which is few weeks after the results are released so that every student can submit the documents on time

Many institues take admissions from NEET. These includes MBBS courses and BSc as well. For example IISc and IISER do take admissions from NEET.
It is not a well known fact and students in class 12th don't usually think about it. You can apply in both of them from your NEET score as well.

IISER admission 2019 will be conducted through three channels- KVPY, SCB and JEE
Students who have passed 10+2 level with science stream in 2018 or 2019 are eligible to apply for admissions and appear for IAT(IISER Aptitude Test) 2019.
The online Application portal start in the fourth week of may(Tentative).

Dear Naseng, IISER admission test is conducted for admission into 5 year BS-MS Integrated courses in 7 participating Institutions. Admissions into IISER is conducted through 3 channels: KVPY, SCB and JEE. SCB is through entrance examination. Candidates applying through KVPY and JEE are eligible for direct admissions. The online applications for entrance examination through SCB channel will begin tentatively from the 4th week of May. Indian institute of science education and research takes admission for 5 year Bs-MS dual degree program through IAT - IISER aptitude test. They admit studetns through three ways - KVPY, JEE and SCB (State and central board channel). JEE and KVPY applications are taken via direct admissions, where as for admission through SCB must be taken through IAT.
IISER admission process for 2019 will start around april 2019, According to the latest news in website. IISER aptitude test will be Computer based test , 3 hour paper with 60 MCQ's.

The IISER graduates can take up a teaching job in any school/University after qualifying the requisite exams like UPSC, B. Ed, NET
After BS-MS, a person can work as a legal advisor or administrator in biotech companies or Universities. Doing an MBA or Masters in Law will help the cause.
Since these institutions are new, hence the awareness is less but the opportunities are ample.
