Yes you can get admission in IISER if you pass 10+2 with Science stream in 2018 or 2019. To take admission in B.Tech program at an IISER, you will have to clear one of the three given below:
1. Kishore Vaigyanik Protsahan Yojana (KVPY) - You need a valid KVPY fellowship.
2. Joint Entrance Examination (JEE-Advanced) of the Indian Institutes of Technology - You have to secure a rank with 10,000 of JEE Advanced, if you are a General category student.
3. State and Central Boards (SCB) - You have to appear for IISER Aptitude Test (IAT) 2019 and obtain the cutoff marks.

Dear Aditi, admission to IISER can be done only through 3 channels namely KVPY, SCB and JEE. NEET is not a valid entrance examination for admission to IISER colleges. NEET is the emtrance examination for admission to Medical, Dental and Ayush colleges across India. In addition to that, NEET scores are considered for Veterinary Sciences. Yes, sure you can apply for IISER.
The applications are always asked to be filled up and scrutinized beforehand. If you qualify the test and your applications get selected then they will ask for the 12th mark sheet and results that too with a deadline which is few weeks after the results are released so that every student can submit the documents on time

Many institues take admissions from NEET. These includes MBBS courses and BSc as well. For example IISc and IISER do take admissions from NEET.
It is not a well known fact and students in class 12th don't usually think about it. You can apply in both of them from your NEET score as well.

IISER admission 2019 will be conducted through three channels- KVPY, SCB and JEE
Students who have passed 10+2 level with science stream in 2018 or 2019 are eligible to apply for admissions and appear for IAT(IISER Aptitude Test) 2019.
The online Application portal start in the fourth week of may(Tentative).
