If your rank is under 10000 then you are eligible to get admission in IISER and IISC  and if you are reserved candidate then your category rank should be under 10000.

Yes it is compulsory to upload obc ncl certificate if you have choosed that category .Because your rank will be from this category which is obc .And also at the time of counselling you need to provide the certification to the college.Incase you do not provide or upload

As you have passed 12th in 2018 and interested in IISER so let me tell you that there are three ways to take admission in IISER.:.

1.Kishore Vaigyanik Protsahan Yojana (KVPY) channel

2. JointEntranceExamination (JEE-Advanced) of the Indian Institutes of Technology

3.State and Central Boards Channel (SCB)

For

Candidates who have passed 10+2 or equivalent level exam with science stream in 2018 or 2019 are eligible to apply for admissions. Candidates will be admitted to IISER only through following three channels. 

Kvpy

Jee and

Scb

In your case SCB applies and you will have to give the IAT
