i got 737 rank in ap pgecet in stream of mechanical. my caste is sc , do i get a seat in AU ?

Based on your rank it is slightly difficult to get into Andhra University as there would be a tough competition to get into that college
You can also try for other good government Colleges like svu,jntu Ananthapur etc
But fill the application based on your preference irrespective of cutoffs as they tend to change every year based on various factors

In fact you will find yourself to be extremely hard to find any government seat for pursuing post graduation in the desired stream. The cutoff rank in TS PGECET for computer Science Engineering is close to 750. Your rank is way far from the cutoff rank. If you have some sort of reservation like that of BC-B or BC-A or SC Reservation, only then you have some chance of getting a government seat, may be in Andhra University too. Otherwise it looks highly unlikely that you will get a government seat. I hope you understand the gravity of the situation that you are in right now. The number of MTECH seats for computer Science Engineering is very limited compared to the number of applicants. It is so limited that it pales in comparison to the number of applicants.

Your category rank is a little higher for top colleges in top universities. The intake for M.Tech is very less and most of the seats are filled through GATE. Your branch is civil engineering which is a core branch and hence the cutoffs are little lower ranks mostly under 500. Still you have great chances in few universities such as Andhra University and shri Venkateswara University and also JNTU Anantapur.

You have great rank, you can get a very nice seat in some good college but it will be difficult for you to get a seat In JNTU's as for JNTU's you need a rank below 100, but you have a great rank so I'll suggest you some other colleges which are great:

i got 232 rank in Appgecet in stream of CSE in BCD Category,can i get seat in Osmania University,JNTUH.
With this rank in BC_D category you can expect a seat in Osmania University. But for JNTU Hyderabad your chances are little less as the cutoff has been very tough for CSE branch and in BC_D category.
You can definitely get a seat in Chaitanya Bharti institute of Technology and O U college of Technology Hyderabad in your desired M.Tech specialization in CSE.

Top government institutes like JNTUK, Andhra University,etc provide admission for post graduation programme to students with good ranks. Furthermore, if a student has a good quota rank, getting an m.tech seat is even easier.
The only problem in getting an M.Tech seat through AP PGECET is that the number of seats is very much less as compared to the number of if seats. Furthermore, the number of applications is also huge. Moreover, almost 80 % to 90 % candidates qualify in the AP PGECET exam. This percentage is even higher for engineering students closing towards 92%.
Reserved seats are very few as well. So you can see the intensity of the competition and your chances of getting in one of them.
However, not everything is dull around here. You definitely have some chances of getting admission in lower tier government engineering colleges. If that fails, there is always a private institute.
Now what you should do is to compare the lower tier government engineering colleges and private institutes. The factors that may stress on are placement prospects, research scope, good infrastructure, skill oriented education, good teaching faculty,etc.
