Other state students are not eligible for government aided colleges in wbjee . West Bengal domicile requirement is there for seat in Government aided colleges and 90 % of general seats for Jadavpur University( 10% seats are open for other state for Jadavpur University). Also other state students are not eligible for reservation i. e OBC/ST/SC etc.

Being some other state , you are eligible for 10% open seats in Jadavpur University but with your rank , your chances are negligible

West bengal joint entrance exam is a exam given by the students of west bengal to get admission in the engineering and other degree colleges in west bengal. The exam takes place in 2 papers, one of Mathematics out of 100 and 2nd paper is of physics and chemistry out of 100

I will be brutally honest with you. With this rank you won't get neither cse or ece in top colleges in west bengal. But here are some of the colleges where you might get:

see your rank is good. you must know that cutoff score varies every year with the determining factors like number of applicants, questions difficulty level, seat matrix, students category, choice of stream.at the time of counselling you have to give choices of stream and colleges. so right now you have to decide which of the engineering stream you want to study. so make a self research by checking in google.

The cutoff trends changes every year and it depends on the number of students appearing in the examination, difficulty level, number of available seats, etc. Getting a CSE seat is becoming really hard these days because of the huge demand.

With a rank around 3800, its not possible to obtain a CSE seat at Jadhavpur University as the WBJEE cutoff for the same was 1734 for Scheduled Caste (SC) Category candidates. Whereas, you can easily get other branches like Information Technology (IT) ,Electrical and Electronics Engineering (EEE), etc. Just participate in their counseling process to know the exact cutoff.

With your  18434 rank being from sc category,

On the basis of analysis of past years wbjee cut off data , yes you have very good chances in government engineering college.

For example,

In 2019 , in 3rd round of wbjee,   24889 gmr rank for Sc category got a government engineering college and it was for  Cooch Behar Government Engineering College, Civil Engineering
